After 22 years of tenure within the development/aid sector and academia, in early 2016, Saliou Kane founded Social Reformers for African Renaissance (SOAR) with headquarters in Dakar, Senegal.

His experience in the aid sector includes program management and coordination at the Norwegian Peace Corps in Oslo and later on at CARE International Norway. His portfolio encompasses development programs in Africa (Senegal, Mali, Tanzania, Namibia, South Africa, Madagascar, Uganda, Zambia, Ethiopia, Sudan) and Asia (Vietnam, Laos, Thailand, Sri Lanka, and India). Saliou was the head of the department of Public Relations and Corporate Communication at the "Institut Supérieur des Sciences de l'Information et de la Communication" (ISSIC) in Dakar where he lectured in Organizational Communication and Public Relations. Between 2013 and 2015, Saliou was a researcher and Ph.D. fellow in Management and Leadership at North Trøndelag University College, Norway. He joined recently Djagora University in Senegal to pursue his interests in research, with specific emphasis on Innovation and Institutional Reforms in the Public Sector.

Saliou earned his MPA (Master of Public Administration) from Copenhagen Business School in Denmark, his Master of Arts with a major in Literature Science from Cheikh Anta Diop University in Dakar, Senegal, and his bachelor's degree in Corporate Communication from Hedmark University College in Norway.
