Meet Atlas Network’s 2027 Smart Bets
The most promising breakthroughs for liberty often begin with relatively small organizations. Their leaders understand local barriers, see possibilities others overlook, and can act quickly. Smart Bets helps these proven organizations build on their early results through strategic guidance, mentorship, visibility, and a worldwide community of peers and supporters.
This year, organizations competed through regional selection processes spanning North America, Latin America, Europe, Asia, and Africa. One winner from each region now joins Atlas Network’s 2027 Smart Bets class and advances to the global pitch competition at Liberty Forum & Freedom Dinner in New York.
For potential supporters, the class offers an opportunity to discover organizations at an important stage in their development: they have already demonstrated that their ideas can produce results, and they now have credible plans to extend that impact. Atlas Network’s competitive selection process assesses their leadership, previous performance, strategic vision, and ability to pursue scalable opportunities.
Latin America regional winner: Instituto Sivis | Brazil
Instituto Sivis has already demonstrated that a principled, nonpartisan approach can strengthen the defense of free expression in Brazil. During the first year of its Voxius Center for Free Speech, the organization achieved legislative progress, placed influential commentary, and convened decision-makers from law, media, technology, and public policy.
Now Instituto Sivis plans to build on that foundation by monitoring restrictions on political speech during Brazil’s 2026 election cycle. The organization will turn its findings into legal reform proposals, professional training, strategic media outreach, and informed discussions with judges, legislators, journalists, and technology leaders.
Its goal is to help reestablish clear protections for open political debate so Brazilians can criticize those in power, exchange competing ideas, and participate in elections without vague rules encouraging censorship or self-censorship.
Asia regional winner: Centre for Liberty | India
Centre for Liberty is working to restore property rights for families in Andhra Pradesh, India, whose land has been restricted under Section 22A. According to the organization, the law affects approximately 2.2 million acres of private land and 1.5 million families, many of whom are unable to sell or mortgage their property. These restrictions prevent families from fully exercising their property rights and accessing the economic opportunities their land could provide.
Through its Rollback 22A campaign, Centre for Liberty has begun helping affected landowners navigate legal and administrative barriers while building support for broader reform. The organization combines direct assistance through Property Rights Centres with grassroots organizing, litigation, media outreach, and public advocacy.
With Atlas Network’s support, Centre for Liberty plans to expand its work across Andhra Pradesh by opening three new regional Property Rights Centres, pursuing legal petitions, and mobilizing thousands of affected landowners. Its ultimate goal is to secure relief for individual families while building the momentum needed to repeal Section 22A and restore property rights statewide.
Europe regional winner: Anna Krasinskaya
Anna Krasinskaya’s winning initiative was recognized for its existing work strengthening civic education, preserving independent analysis, and supporting intellectual exchange in environments affected by censorship, polarization, and political pressure.
The initiative will build on that work through educational programming, analytical content, and greater access to independent ideas. Its purpose is to sustain the civic knowledge, critical thinking, and collaborative relationships that free societies need during periods of institutional uncertainty.
Africa regional winner: Solidarité d’Actions pour le Développement Intégral | Democratic Republic of Congo
Solidarité d’Actions pour le Développement Intégral, or SADI, has already begun expanding women’s leadership and economic opportunity through its Woman Can initiative. During its initial phase, SADI trained 43 women in Kabare and 47 women in Bukavu, while its digital awareness campaign reached more than 150,000 people in three months.
SADI’s Woman Can initiative combines entrepreneurship and leadership training with advocacy, public engagement, and community outreach. It is designed to help women and girls build businesses, earn income, participate in community decisions, and advocate for reforms that expand their opportunities.
SADI now wants to take Woman Can further by reaching more women and girls, working with policymakers and community leaders, expanding its public awareness campaign, and engaging men as allies. Its goal is to turn an initiative with encouraging early results into a broader movement for women’s economic and civic participation.
Proven progress with room to grow
These five regional winners are not starting from zero. Each has demonstrated strong leadership, developed expertise, and produced early results in its own context. Smart Bets gives them the support and visibility to test a larger ambition, learn from experienced peers, and pursue the next breakthrough.
At Liberty Forum & Freedom Dinner in New York on November 11–12, the five regional winners will present their plans before philanthropic judges and compete for the 2027 Smart Bets title. For supporters, the competition offers a chance to meet promising leaders, evaluate their strategies, and see where timely support could help proven work reach more people.
